DiRT Rally freeze on launch issue

So I've had this game for a while, and its been really really great. Last Saturday I installed Windows 10, and haven't been able to play it since. I tried to start it originally after upgrading, and I got the error 41 problem. No issue, just delete drt.exe and check integrity in Steam. Did that, but now when I try to launch Dirt it completely freezes Steam. No errors, just completely frozen. If I force quit through task manager then reopen Steam, it reports me as playing Dirt. The only way to reset this is to restart the computer. Further more, in my quest to troubleshoot I discovered that if I try and play the game by clicking on drt.exe it freezes Windows Explorer (though not all of windows, cause ctrl-alt-del works), in the same way! no errors, just a loss of ability to click anything on the taskbar or Explorer windows. If I try and delete drt.exe with Steam closed after trying to run it, Windows reports that it is running, so Dirt is still running even when I have force quitted Steam. I've tried drivers and reinstalling the game several times as reported on the forum post about windows 10 users, but since I'm not getting any error messages at all I felt it to be different enough to make a post. Anyone have any ideas?

Looks like you need to do a fresh install. Go to Steam, library, games. Right click Dirt Rally, delete local content. Once it completes click install and it will redownload and install the latest patched version of Dirt Rally. If you don't delete your My Documents\My Games\Dirt Rally folder it should remember all your previous settings.
