Dirt Rally freezing constantly

hi there just got Dirt Rally today and for my first race it worked fine and the more i played the more it stutters I've restarted the game and PC nothing seems to work its almost unplayable now.
I've noticed my disk usage and my cpu usage spike up to 100% when it stutters and then freezes. My g27 starts going crazy and then it sorts itself out after around 10 seconds.

My specs are i5-4590
r9 390
8gb ram
I run dirt rally off my HDD rather than my SSD
I have also tried unplugging my keyboard and mouse while playing neither seems to work.
closed down everything apart from steam, logitech profiler. amd crimson, realtek hd audio and MSE
I get around 300 fps when it stutters and freezes the fps doesnt even drop. When i turn vsync on it drops to 1fps.
Pretty sure it's something to do with writing to the harddrive but dont know how to fix as ive seen a lot of threads with the problem, I also turned down to ultra low settings but not difference.
 hopefully you guys can help me as its such a brilliant game for the 20 secs it doesnt freeze.

Edit: I tried benchmark and it runs fine without any issues, as soon as ii try play with keyboard, mouse or wheel it starts to stutter and freeze

Hey folks,
I've read a lot about both of the problems I have but I haven't got any unseful solution yet.
So maybe I can finally start enjoying this game with your help.

The problems:
- The game freezes for a couple of seconds at the beginning of each race
- The game stutters down to FPS of around 0.5 for a couple of seconds every other minute 
- The game won't work in fullscreen mode, it stays and opens windowed and Alt+Enter just makes my screen go black for a second and nothing changes

My rig:
- i7 3770k
- R9 390 - Latest drivers
- Win 7 64 Bit
- 4 screen setup (Dirt Rally on just one)
- Logitech G27

What I tried:
- Changing the graphic settings
- Some strange replay workarounds (maybe I did it wrong, can someone explain how to do them again?)
- A CPU config change in one of the Dirt Rally system files

What I refuse to try:
- Changing my screen setup
- Playing without the G27
- Disconnecting USB hardware just to play the game properly

Has anybody resolved these issues yet? 
I am something between pissed and sad, because there is not a single game I played besides some old flight simulators wich were so poorly optimized...

Ah, worth a try.

Go to windowed mode and check the Steam client isn't doing anything weird, like repeatedly trying to start downloads.

Dirt Rally keeps freezing up on me during normal driving. It never did this before so I believe it to be either the latest giant update by windows or something to do with your v1.0 update. I tried dumping dirt from steam and reinstalling it and that did not do the trick. Please help because I LOVE TO RALLY.

Steps to reproduce
Game freezes at random points usually at least 2 stages into any event. The pedals will begin to not function and then within about 2 to 3 seconds the game will freeze. I am able to restart via the windows power button.

Your recent history of races 
Generally custom event rally in the 2007 ford. Some championship stuff in the subaru 2000.

Which stage were you within the championship\custom event?
Does not seem to matter though sweden seems to be a sure lock up. I feel like this all began possibly after the giant windows 10 update in mid to late November.

What were you doing specifically when the crashed occurred?
Driving normally not doing anything crazy.

How long was your current session?
1 hour or less, sometimes more.

Which graphics preset were you using?
medium with some stuff turned down even from that.

i'm trying to get to the bottom of this after some digging over the pass few days i think i may be on to something but i would like to know out of interest how many people with the stuttering have an xbox one on the same network as your pc.
i have some software installed that shows me my network traffic,(Glasswire)
and every time the game stutters there is a small upload and download over my network from my pc to my son's xbox one,
this is not cased by file sharing because i have that turned off.

i think it may have something to do with the xbox app in windows 10.
i switched off my pc's network adaptor and was able to ply stutter free. then i set up an offline local account on my pc and was able to play stutter free with the network adapter turned on.

For me the same problem. It runs fine without any issue. Since the big update I have on each stage at least one freeze of several seconds. Each workaroud I found does not work. For me the game is not playable anymore.

Spec:
Xeon E3 1231 v3
Sapphire X290 Tri-X 8GB
8GB Ram
Windows 7
Logitech Driving Force GT

Random occur in each game mode, each stage.

Your recent history of races
All kind of Rally races, online, offline. Currently offline season with C4

Which stage were you within the championship\custom event?
Does not matter

What were you doing specifically when the crashed occurred?
Nothing special

How long was your current session?
15 minutes, because game is not playable anymore.

Which graphics preset were you using?
high
